Arnelle holds a Bachelor in Economics, and two Master degrees respectively in project Economic Analysis and in ICT project management.

Experience & Activities

She has solid experience in international project management, specifically in monitoring and evaluation, stakeholders and rightsholders engagement. Her areas of expertise are education,vocational training, gender equality and women’s empowerment, socio economic development including poverty reduction, trade, private sector development and value chains reinforcement.

She has extensive experience in developing results based management tools, and, monitoring, evaluation and reporting frameworks and tools, as well as collecting and analysing quantitative and qualitative data and impact measurement.  She contributed to various evaluation assignments for several development organizations such as Global Affairs Canada, Agence Francaise de Developpement (AFD), United Development Conference on Trade and Development (UNCTAD), International Finance Corporation (IFC), African Development Bank (AfDB), Organisation Internationale de la Francophonie (OIF), Federation of Canadian Municipalities (FCM), International Trade Center (ITC).

Moreover, Arnelle has coordinated private sector development programme and value chains reinforcement project respectively for the World Bank Group (WBG) and the United Development Program (UNDP). She also has a good knowledge of the United Nations system. With experience working in Latin America, North America, Europe, the Caribbean, Canada she is fluent in French, English, Creole and has intermediate level of Spanish.
