About Nelson
With a bachelor’s degree in economics and a master’s degree in social entrepreneurship, Nelson Jean-François combines strong analytical expertise with a deep commitment to social impact. As a Credentialed Evaluator (CE) certified by the Canadian Evaluation Society, he applies rigorous evaluation standards to help organizations measure results, strengthen accountability, and generate meaningful learning from their programs.
With more than a decade of experience in monitoring, evaluation, and learning (MEL), Nelson has supported a wide range of public, nonprofit, and community-based organizations in designing and implementing evaluation systems. His work focuses on results-based management, evaluation design, dashboard development, and evidence-based decision-making across sectors including education, health, food security, youth empowerment, governance, and economic development.
Nelson is also deeply committed to strengthening the evaluation community and promoting knowledge sharing. He is the founder of the Ottawa Evaluation Café, an informal networking space that brings together evaluators, researchers, and development professionals to exchange ideas and foster collaboration within the evaluation ecosystem.
In addition, he created the Monitoring & Evaluation Circle, an online platform dedicated to sharing knowledge, tools, and discussions on evaluation practice. Through this initiative, Nelson produces educational content and conversations with professionals in the field of evaluation.

In recognition of his leadership and contributions to the evaluation community, Nelson received the Karl Boudreault Award for Leadership in Evaluation from the Canadian Evaluation Society – National Capital Chapter. This award highlights his commitment to advancing evaluation practice, supporting emerging evaluators, and promoting the use of evidence to improve programs and policies.
Beyond his professional expertise, Nelson is known for his kindness, open-mindedness, sense of humor, and collaborative spirit. He believes that strong evaluation work is built not only on rigorous methods, but also on trust, dialogue, and partnership.
