SUMMARY
NelsonJF Consulting was in charge of undertaking an impact evaluation of the Fabienne Colas Foundation. Four programs were considered for this evaluation: Being Black in Canada, Toronto Black Festival Film, Montreal Black Film Festival, and Festival Haïti en Folie. Given the information available and the context in which the selected programs are implemented, we chose to prioritize the simple comparison approach (before/after), the most significant change (MSC) technique, and the outcomes harvesting approach to carry out this evaluation. We also focused on a mixed (quantitative and qualitative) approach, using data from primary and secondary sources. At the primary level, data were collected through individual interviews, observation visits, and surveys. At the secondary level, we reviewed the Foundation’s annual reports and program documents, to name but a few. At the end of this mission, NelsonJF Consulting provided the Foundation team with an evaluation report highlighting the changes observed thanks to the programs implemented by the Fabienne Colas Foundation since its creation. This report also emphasized the factors influencing the changes observed and provided precise recommendations on the elements on which the Foundation should focus to have a more significant impact on the target audience and the community.
