Monitoring and Evaluation Consultant

SUMMARY

NelsonJF Consulting was involved in two projects: The Global Refugee Sponsorship Initiative (GRSI) Monitoring and Evaluation (M&E) Toolkit and the Private Sponsorship of Refugees evaluation framework. As part of the GRSI M&E toolkit project, we reviewed over 50 documents from refugee sponsorship stakeholders globally. We also interviewed key informants with expertise in community refugee sponsorship and evaluation from over ten countries and finally drew on the 40 years of experience that CCBR has in conducting and promoting community-based evaluation. The toolkit is a self-study document that community leaders and Government policymakers can review at their own pace. It’s made up of two parts:

i) a Slide deck that includes an introduction to community-based evaluation and a description of the 4 phases of community-based evaluation and over twenty practical illustrations from community sponsorship programs all over the world;
ii) a Workbook that contains exercises for participants to practice and develops their evaluation plan.

Regarding the Private Sponsorship of Refugees Framework project, I was involved in developing data gathering tools and facilitating focus group discussions with MCC Canada and Provincials to better understand their inputs, activities, outputs, outcomes, and impact, and their M&E approaches. In addition, were actively involved in the development of an integrated Private Sponsorship Theory of Change, evaluation purpose and questions, and a list of outputs data gathering tools.
