Beyond Neglect Project was implemented by the Child Welfare League of Canada (CWLC) to:
1) Advance understanding of the complex issues facing vulnerable children and families, by listening
to those most affected and bringing research to bear on the problems at hand.
2) Help to prototype, pilot, and champion ideas that have the potential for transformative, systemslevel change, with a focus on prevention and early intervention.
3) Learn and adapt as organizations, and as a sector, to provide more effective wrap-around services to vulnerable populations, thereby decreasing the number of children coming into and remaining in care.
4) Develop and champion evidence-based legislative frameworks, and shift policy and law, such that we create a positive obligation for service providers and governments to better meet the needs
of the child.
NelsonJF Consulting was commissioned to carry out the final evaluation of the project. We prioritized a combination of Kirkpatrick and the OECD model, which led us to 5 evaluation criteria: Relevance, Reaction (reach and satisfaction), Knowledge, Effectiveness, and Impact. For each criterion, we developed evaluation questions and key performance indicators to measure the extent to which the Beyond Neglect project provided the resources and knowledge necessary for frontline workers and policymakers to better support community members and clients in their child welfare activities. The data used for this evaluation came from primary (follow-up survey) and secondary (CASW webinar platform) sources. An evaluation report was submitted to the project team, providing clear and relevant information for each evaluation criterion.
